As far as GAF goes - this place isnt meant to be like it whatsoever. GAF has sanctioned trolling and non-sanctioned trolling. If you cross over to the dark side as far as one mod sees it, banhammer. Here, all trolling is accepted.
Personal attacks I think people should be mature enough to leave alone - but by the same token I think you should be able to tell the difference between a directed attack and an attack aimed at no-one in particular (like cletus' original post in question).
