Well I've only ever known it as tow the line...and I just read one source ( a discussion ) and there seems to be three meanings and two representations of the term.

Tow the line refers to doing as you're told, like a mule towing the line of a barge boat (apparently the origin). Generally used in conveying how underlings should follow a leader regardless of their course.

Toe the line is an old military term with several origins and therefore several meanings. One being to step up and be ready for inspection or referring to the front line in a fight or the other is to get too close to doing the wrong thing where you then could cross the line or step out of line (referring to soldier formations).

"Toe the line" is in every good dictionary as meaning to conform to rules. "Tow the line" is in no dictionary. However the most sensible discussion seems to be on Wikipedia where someone suggests that "tow" is in such wide usage that the expression may change to that over time.
