For centuries we tried to open the Northwest Passage for trade and failed because there was too much ice aboot. It's not like we just never noticed it or anything. Recently it seems to have become more reasonably possible on a more regular basis because there isn't as much ice around, hence the project. You can attribute that to whatever you like I suppose - maybe it's just a fluke...
...but it seems pretty clear that a recent recession of ice cover is what’s made this possible, no? The company laying the cable are the ones saying that the Arctic ice cap had receded enough to permit the installation.
