My experience is any time it's a media darling/liberal crybaby/product of the trendy academic institutions they're alarmists.

Read the Crikey link, it was a Leo Burnett-led branding exercise for Fairfax that grew legs. You can disagree with the sentiment of the article but turning shit off for an hour hasn't exactly ushered in a new dawn of responsibility.

How is advertising useless? It makes people buy things.

People may think about their energy consumption, but they then do nothing about it. At least advertising does something.
